Minutes of the Meeting of the

Exbourne with Jacobstowe Parish Council held on Wednesday 27th August 2008 at 20:00 in The Vestry of Jacobstowe Parish Church.

42. Apologies for absence – Cllr Phipps apologised but was unable to attend this meeting due to holidays,  Cllr Hordern apologised but was unable to attend this meeting.

 

43. Declarations of Interests – Planning applications 12100 and 12118 /2008/OKE  Cllr Luxton declared a personal interest in both planning applications and Cllr Weeks declared a personal interest in application 12118.   

 

44. Minutes of the last meeting – Cllr Lawson proposed that the minutes of the last meeting were an accurate record this was seconded by Cllr Cobb.  The Chairman signed the minutes.

 

45. Matters arising from the last meeting

45.1. Boundary Commission – The Council held a lengthy discussion on the  Boundary Commission’s preferred option into the reorganisation of Local Government for Devon.  The Council agreed that the proposal as it stood would be a retrograde step for rural communities including Exbourne and Jacobstowe.  It was also considered that the geographical area covered by each rural councillor would be too large and that local democracy would suffer, additionally it was noted than none of the proposals had been fully costed.   The Council considered that Exbourne and Jacobstowe would be better served by the existing arrangements including the sharing of facilities and resources with adjoining authorities.  Action Clerk to write to Boundary Commission

 

46. New items

46.1. Quality Councils – Adjourned to Sept meeting Cllr Hordern was not present.

46.2. Exbourne Village Hall – The council noted the request by Exbourne Village Hall Committee to be considered when setting the precept for 2009/10. It was agreed that the Committee should be asked to supply estimates for the work that was proposed.  The Council as part of the discussion also agreed to seek applications for donations from other local organisations prior to setting the precept for 2009/10.  Action Clerk to contact Village Hall Committee

46.3.  Emergency Planning Officer -  The Clerk advised the council that he had been asked by the Neighbourhood Beat Manager P.C. Nadine Wilson to supply the name of the Emergency Planning Officer for Exbourne and Jacobstowe.  The Council discussed this matter some time ago and was unsure of the role that such an officer would play in the community and agreed continue its present policy and not to appoint an officer. Action Clerk to inform  PC N Wilson.

 

47.  Parish Paths Partnership

47.1. Jacobstowe Footpath – The clerk told the meeting that the P3 Coordinator had spoken to Mr Bendyshe about the footpath who is waiting a decision from the trustees.  The Land Agent for Exeter Diocesan Board had been asked to consider the matter as well He had responded that the matter would be discussed at the Totnes Archdeaconry Glebe Committee on Wednesday, the 8th of October.

 

48.     Finance

48.1.  Bank Statement The latest bank statement showed a balance as of the 15th August                         £2,417.72

48.2. Grass cutting Jacobstowe Burial Ground – Cllr Weeks proposed that the bill of £50 for cutting the grass twice at the Jacobstowe Burial Ground be paid this was seconded by Cllr Glanville.

 

49. Matters at the Discretion of Chairman – New Drainage – Cllr Luxton wished to thank Devon Highways for the work that they had carried in Fore Street.  Mr Ayton who had previously been affected by surface water was able to report that since the work had been carried out they had had no problems.  Although the efficiency of the new  drainage had caused a flooding problem in Duck Lane.  Cllr Luxton wished however to remind Devon Highways that there were going to investigate the drainage in High Street from Court Barton.

 

50.  There being no further business the meeting closed at 21:15.
