Minutes of the M= eeting of the

Exbourne with Jacobstowe Parish Council held on Wednesday 25^th February 2009 at 20:00 in Exbourne Village Hall=

103.=             &nb= sp; Minutes of the last meeting –<= span style=3D'font-family:Arial'>Cllr Weeks proposed that the minutes were an ac= curate record of the January meeting this was seconded by Cllr Glanville. The Chairman signed the minutes.

104.=             &nb= sp; Matters arising

104.1.Draft Policy documentation. The Clerk apologised but had been unable to complete the draft policy documentation but would have it written for the next meeting.

104.2.Parish Plan   Cllr Luxton as agreed previou= sly had been reviewing the Parish Plan and proposed that this meeting should re= view Sections 1&2.

Sec= tion 1 Health It was agreed that all three items= had been taken as far as possible and should be closed.

   Section 2 Facilities

A3072 crossing to playing fields Cllr Weeks believed that there had been some t= ime money available for crossings but he was unsure if this was still the case. The meeting was unsure = as to the need and or who was the responsible for requesting leading the matter.<= span style=3D'mso-spacerun:yes'> It was agreed that the only course= of action would be to keep the situation under review.

   Village Greens for Exbourne &= amp; Jacobstowe.

        &= nbsp;      Exbourne – This had been explored but was not achievable.

Jacobstowe – This was still possible and = is waiting the outcome of the Burial Ground sub committee review in March.

         = Occasional Cinema shows - Overtaken by events.

104.3.Old Bus Shelter. Cllrs Luxton and Weeks reported tha= t they had cleared all the ivy growth from the walls and roof of the Old Bus Shelt= er as promised at the last Council meeting.&n= bsp; Cllr Luxton said that the wooden board gable ends were very rotten a= nd worm infested and were beyond repair and needed replacing. He asked the meeting if it wished = to proceed with the repair what style of boards should be used. The options being Wide boards fron= t and rear, Wide boards to the front and Feather edge to the rear or Feather edge front and rear. Feather edge = boards were cheaper than Wide ones. = The meeting agreed to use Wide boards at the front and Feather Edge to the rear. Cllr Luxton stated that= he felt that the materials needed for the repair would be £180, although= he could not be certain of the state of the timbers under the boards until they had been removed. Cllr Glanvi= lle proposed that Cllr Luxton be limited to £200 expenditure for the repa= ir, this was seconded by Cllr Phipps.<= o:p>

104.4.Reply from the Dept of Health. = (see page 310 min 70.1)   Cllr Luxton having read the reply to the Councils letter felt that it was a very inadequate response and that the council should press the Department for an answer to the particular points raised re consultation. The meeting agreed. Action clerk to write to Dept of Health.

105.1.Lloyds= Bank statement had not been receiv= ed by the time of the meeting howeve= r the Clerk said that he was still forecasting a carry over into the next year of approx £1,200.

106.=             &nb= sp; Matters at the discretion of the Chairman<= /o:p>

106.1.Traffic Survey. Cllr Hordern was asked = if any results were forth coming from the traffic survey (see page 310 min 68.4).<= span style=3D'mso-spacerun:yes'> Cllr Hordern replied that she had = not heard anything from Mr Newcombe and would report back at the next meeting. =

106.2.Jacobstowe Churchyard - Cllr Cobb asked if the Council would consider financially assisting Jac= obstowe Church with the replacement of the fence. The Council were aware that the Church parishione= rs had made a tremendous effort in fund raising and replacing most of the fenc= e so far. The Council however felt= unable to offer any financial support
