Minutes of a meeting of Exbourne with Jacobstowe Parish Council held. on Wednesday 29th November 2000 at 8.00pm in Exbourne Village Hall

 

182. Those present:

Cllr. S. Briggs in the Chair,Cllrs A. West, H. Macklin, J. King and Borough Councillor Mrs. Herrod-Taylor.

Apologies: Cllrs J. Stoneman, R. Glanville and S. Hordern.

 

183. The Minutes of the last meeting were taken as circulated and all present agreed that they be signed as a true record.

 

184. Matters Arising from the Minutes

 

185. W. Devon Rural Transport Partnership (Ref Min 159) To be discussed at next meeting.

 

186. Tavistock & District Conservation Project (Ref Min 160) To be discussed at next meeting.

 

187. Mr. C. Brady - History of Exbourne (Ref Min 161)

Cllr West will endeavour to contact Mr. Brady: he will report back a next meeting.

 

188. Seat at Jacobstowe (Ref Min 162)

Clerk to write to our insurance company enquiring if they will insure us if we own, maintain and have responsibility for the seat, even though it will be on land owned by DCC Highways.

 

189. Dog Fouling (Ref Min 180)

Cllrs West and Macklin were in favour of disbanding the Dog Warden. The Chairman felt the service is important but that. the Warden must be visible and we need a report of what is happening and when he is patrolling. Bor. Cllr. Herrod-Taylor said she will bring the matter up at the next Environmental meeting, stating that we wish to support the scheme but we want better results.

 

190. School Governor Vacancy (Ref Min 178)

Cllr Macklin still awaits a reply from a lady in Exbourne. Councillors to notify Clerk of any interested parties. Clerk to reply to school in due course.

Planning

 

193. Animal Shelter, Exbourne

A letter has been received from the Planning Inspectorate upholding the decision to dismiss the Appeal against a refusal to grant planning permission.

 

194. Bus Shelter, Exbourne

            The Chairman reported that Cllr Stoneman has received a favourable decision from Richard Brock at the garage. Cllr Stoneman is to finalise a meeting on site.

 

 

195 Exbourne Auto Salvage

A letter has been received from the Chief Executive of WDBC stating that he has asked the Planning Services Manager to look into the matter. No further response has been received. Clerk to telephone Mr. John Milverton.

 

196. 2 Glebe Cottages, Exbourne

DCC have granted planning permission for change of use to educational facility.

 

197. Rowans, Jacobstowe

A planning application has been received for the insertion of a ground floor window. There were no objections to this proposal.

 

198. Wynridge, Exbourne

Consent has been granted for the erection of a single storey extension.

 

199. Land at Staceys, Exbourne

Permission has been granted for the erection of an agricultural/ forestry general purpose building.

 

200. Higher Cadham Farm, Jacobstowe

Cllr King withdrew from the meeting whilst this was discussed.

A planning application has been received for change of use of camping barn to additional bedrooms for the disabled. No objections were made

to         this       application

 

201. The Old Rectory, Jacobstowe

The Chairman withdrew from the meeting whilst this was discussed.

An Appeal has been made to the Secretary of State following the refusal of planning permission for the erection of a dwelling house. A reply has been sent to the Planning Inspectorate, reiterating the comments made in April (Minute 260 refers). To await decision letter

from     Department of  Environment

 

202. Correspondence

 

A letter has been received from DCC re temporary road closure on A386 between Lamerton Cross and Bassetts Cross. Councillors dis­satisfied with reply and Chairman will telephone County Councillor Bill Cann.

 

204. DCC have written regarding the use of Devon Purchasing Services:           the minimum order value is £50.00.

 

 

205. Councillor Macklin offered to complete the questionnaire forwarded by     The Countryside Agency regarding rural services.

 

206. The Chief Fire Officer has written regarding Best Value Performance Reviews: Chairman to complete questionnaire.

 

207. DCC have written re Countywide Reduced Fare Travel Scheme – letter circulated.

 

208. WDBC - letter re contaminated land - circulated.

 

209. WDBC - Draft Register of Electors 2001/2002 - any amendments to be notified to Clerk (closing date 22nd December).

 

210. WDBC - Housing Strategy Update 2000 - circulated.

211. Devon & Cornwall Police Authority Annual Report 1999/2000 circulated.

212 OACPC - Meeting 22nd November 2000 attended by Cllrs Glanville and

Stoneman - their report was circulated.

Finance

 

A form sent from Lloyds TSB is to be completed and signed by all signatories as a new signatory (Cllr Hordern) is being appointed.

 

A Bank Statement from Lloyds TSB shows a balance of £1590.04 as at 31st October.

 

After discussion. the Precept for 2001/2002 was set at £2962.00 ­proposed Cllr Briggs, seconded Cllr West.

Matters at the Discretion of the Chairman

Cllr West reported that Mr. David Weeks of Exbourne had given him a letter in which Mr. Weeks states that there was no postal delivery in Exbourne or Jacobstowe on Saturday, 25th November. Clerk to reply to Mr. Weeks informing him that his letter will be put before the Parish Council at their next meeting on 31st January 2001.

 

Cllr King reported on the state of water on the road at Higher Cadham - he will write to the Lengthsman.
